Simply put: In any game, there are rules. Just as in a chess or basketball game, once the game begins, the established rules apply. Therefore, during the game, the rules should not be changed, revised, or altered, as doing so would destabilize the game and be disrespectful, unfair, and inconsiderate.
That is why Institutions—the rules of the game—are indispensable for order and stability.
