Endorsing is not a privilege but a fundamental part of a person’s position. An endorsement can be declined if the application has flimsy and insubstantial grounds. If an applicant has well-established and strong grounds, an endorsement cannot be denied, as it is a duty and obligation (Brillo 2016, 2021, 2024 [message and/or lecture]).
